Common cause of unexplained water ingress to footwells - once you've eliminated the usual rust holes/damaged seams etc - is missing or damaged door weather shields. These are the plastic sheets that should be stuck to the door frame & are visible when you remove the door cards. If these are not in place then water that runs down the glass & past the waist seals into the door can drip onto the back of the door card & then off the bottom of the door card into the car. Any suitable plastic sheet can be used & is best stuck on with a butyl rubber strip - think very sticky plasticine - like this which can be found on various websites incl ebay. www.carbuildersolutions.com/uk/butyl-sealer-strip-7-metre
